Method VERIFY
Checked without asking the issuer
Anyone holding a record can check it themselves. Censio is not consulted.
VERIFY is the walk a reader performs. Recompute the digest from canonical bytes, locate the epoch, match the root against the timestamp and the chain, and reach a verdict.
It requires nothing from Censio and nothing from the firm that made the decision. If verification routes through the issuer, the confirmation carries no information.
